Section 301 in 2026: which China imports still pay +25%, and which pay nothing extra

· by · 5 min read

The Section 301 tariffs on Chinese goods were added in four lists. They are not one rate: whether a product pays an extra 25%, 7.5% or nothing depends on which list its HTS code is on, and on product exclusions that come and go.

The lists in one table

ListExtra duty on products of ChinaStatus
List 1 and 2+25%in effect
List 3+25%in effect
List 4A+7.5%in effect
List 4Bnonesuspended, never collected

The extra duty is added to the normal (column 1 general) rate. A product with a 3.7% general rate on List 3 pays 3.7% + 25% = 28.7% under these two layers.

Real lookups, 8 October 2026

From the Dutyfinch API (official USITC HTS data and the USTR Section 301 headings):

Three things stand out: "Free" general rates can still carry +25%; neighbouring codes can sit on different lists (3924.10 has lines on List 4A and on 4B); and exclusions have end dates.

What this does not cover

Section 301 is one layer. Goods can also owe Section 232 duties (steel, aluminum and derivatives, and other products) and other Chapter 99 measures announced since 2025; those change by proclamation and are not in the table above. For a real entry, confirm the full rate with CBP guidance or a licensed customs broker. Merchandise processing and harbor maintenance fees are separate as well.
