How to track Section 301 China tariff changes for your HTS codes

Updated 2026-11-04 · Data and API builders · by CyberMax

Short answer

Section 301 duties on goods from China are set in Chapter 99 of the HTS: U.S. note 20 (lists 1, 2, 3, 4A and the exclusions) and note 31 (the four-year-review increases, several with future start dates). For each of your China-origin codes, find the 9903 headings that name it, the extra rate and any start or end date. Changes come from new Federal Register notices by USTR, from new HTS revisions that add or amend 9903 headings, and from dates already written in the schedule, such as increases that start later or exclusions that expire.

  1. List your China-origin products with 8-digit HTS codes.
  2. For each code, find the 9903.88 or 9903.91 headings that cover it and their extra rate.
  3. Write down start dates of announced increases and end dates of exclusions.
  4. Watch USTR notices in the Federal Register and each new HTS revision.
  5. Recalculate landed cost the day a change takes effect.

Good to know

Section 301 applies to products of China; other origins are not affected by these lists.

The highest applicable Section 301 rate is used in Dutyfinch's duty estimate; read the heading text for how actions combine on your entry.

Questions

Do exclusions renew automatically?

No. Each exclusion has an end date in the HTS; USTR extends some by Federal Register notice, others lapse.

Is the 2026 US–China reduction list in effect?

On 31 Oct 2026 the product list had not been published; Dutyfinch flags it per code the day it appears in the Federal Register.
