What is a tileset?
A collection of equal-sized tiles (commonly 16×16 or 32×32 pixels) used to paint game levels on a grid called a tilemap.
Besides the picture, a tileset can carry per-tile data: collision shapes, one-way platforms, navigation, animation frames and custom data such as "water". In Godot 4 these live in a TileSet resource used by TileMapLayer nodes.
Choose the tile size first: it fixes the scale of everything else, from the character to the camera zoom.
