What is Chapter 99 of the HTS?
The part of the tariff schedule that holds temporary and additional duties, such as Section 301 and Section 232, as their own 9903 headings.
Chapter 99 is titled "Temporary legislation; temporary modifications proclaimed pursuant to trade agreements legislation; additional import restrictions". Instead of changing the rate on thousands of product lines, an additional duty is written as a Chapter 99 heading whose notes list the product codes it covers.
On the entry the importer reports the Chapter 99 number together with the product's normal 10-digit code. The duty owed is the normal rate plus the Chapter 99 rate. Exclusions are also written as their own Chapter 99 headings.
