The data is free at USAspending.gov, and the workbook is built from it. To do it yourself, pull FY2025 contract and grant awards by place of performance for each state, map them to counties, add population for per-resident figures and rank them.

What 'place of performance' means
Dollars are counted where the work is done or the grant is used, not where the recipient's headquarters is. That is why counties with large bases or labs can rank far above their population.
